Mayor Eric Adams announced that the New York City Department of Transportation (DOT) has granted Waymo its first-ever permit to test autonomous vehicles (AVs) in the city, under what are considered the nation’s strictest safety regulations. The program will allow a limited number of Waymo vehicles to operate in parts of Manhattan and Downtown Brooklyn with trained AV specialists required to remain behind the wheel at all times.

The city’s permitting program, launched last year, is designed to ensure that autonomous vehicle testing is carried out responsibly in one of the most complex urban environments in the country. Safety requirements include regular coordination with DOT, strict data reporting, and compliance with industry best practices related to cybersecurity. In addition, Waymo has secured necessary permits from the New York State Department of Motor Vehicles.

As part of the permit, Waymo will be authorized to test up to eight vehicles through late September 2025. Following this pilot period, the company may apply for an extension. The permit covers only technology testing, as the use of autonomous vehicles for for-hire services remains prohibited under New York City Taxi and Limousine Commission (TLC) rules.

“We’re a tech-friendly administration and we’re always looking for innovative ways to safely move our city forward,” said Mayor Adams. “New York City is proud to welcome Waymo to test this new technology in Manhattan and Brooklyn, as we know this testing is only the first step in moving our city further into the 21st century. As we continue to implement responsible innovation, we will always prioritize street safety.”
