City Announces Plan to Redevelop Bed-Stuy Multi-Service Center Into Affordable Housing Complex

New York City officials announced plans this week to redevelop the Bedford-Stuyvesant Multi-Service Center on Fulton Street into a large mixed-use development featuring all-affordable housing along with expanded community service space.

The project, known as “Fulton-Howard West,” will include the existing multi-service center building at 1958 Fulton Street, the former P.S. 28 school building and track area on Herkimer Street, along with nearby vacant city-owned land. City officials say the redevelopment is expected to create hundreds of affordable housing units, though exact unit totals and affordability levels have not yet been finalized.

Mayor Zohran Mamdani said the project is part of the administration’s broader effort to build more affordable housing on public land, as promised by the mayor on his campaign trail. Officials from the Department of Housing Preservation and Development and the Human Resources Administration have now launched a public engagement process that will allow local residents and community groups to help shape the final project plans.

The existing five-story building, originally built in 1912, currently houses several nonprofit and social service organizations including homelessness prevention and family support programs. City officials said those services are expected to continue operating during the redevelopment process and will eventually move into newly built space within the completed development.
