10,000 New 2-K Seats Coming to NYC: Could Williamsburg’s Jewish Families Benefit?

Mayor Zohran Mamdani and Gov. Kathy Hochul announced the school districts that will receive the next 10,000 2-K seats in fall 2027, according to a press release from the Office of the Mayor.

The seats will expand the program across all five boroughs, including six school districts in Brooklyn, every Bronx school district and all of Staten Island.

“For far too many New York City families, the joy of welcoming a child comes with a terrifying set of questions,” said Mayor Mamdani. “How will I afford child care? Will I need to give up my job? Will I be forced to leave the city I love? Today, for more than 10,000 families, we have an answer.”

In Brooklyn, the new seats will go to six school districts. District 16 covers Bedford-Stuyvesant, including Stuyvesant Heights, and parts of northern Crown Heights and Ocean Hill. District 17 covers Crown Heights, Prospect Lefferts Gardens, Wingate, Prospect Heights, Flatbush and East Flatbush, and parts of Erasmus, Farragut, Rugby, Remsen Village, Ocean Hill and Brownsville. District 19 covers East New York, New Lots, Cypress Hills, City Line, Spring Creek and Starrett City, and parts of Ocean Hill, Brownsville and Canarsie.

District 20 covers Bay Ridge, Fort Hamilton, Dyker Heights and Bath Beach, and parts of Bensonhurst, Borough Park, Sunset Park, Kensington, Gravesend, Mapleton/western Midwood and western Flatbush. District 21 covers Coney Island, Sea Gate, Brighton Beach, Gravesend, Homecrest, Mapleton/Ocean Parkway and Midwood, and parts of Bensonhurst, Borough Park, Madison and western Flatbush. District 32 covers Bushwick and parts of East Williamsburg and northern Bedford-Stuyvesant.

*For Orthodox Jewish families in Williamsburg, the news is mixed. Most of the community, in School Districts 13 and 14, is not included in the new 2-K seats. Only the eastern edge of the community, roughly between Myrtle and DeKalb Avenues east of Throop Avenue, falls in District 16 and will get seats*

Elsewhere in Brooklyn, Districts 20 and 21 include parts of Borough Park, Midwood, Madison and Flatbush, and District 17 includes Crown Heights.

The expansion follows the launch of 2,000 2-K seats in five school districts around New York City, including Brooklyn’s Districts 18 and 23, beginning in fall 2026. Families submitted more than 5,700 applications for seats across those five districts.

The 2-K expansion is designed to provide early childhood education and child care for eligible 2-year-olds, and it is not limited to traditional public school classrooms.

According to the announcement, services will be offered through center-based child care programs and licensed family child care programs, using full-day, full-year operating models. Participating providers may include eligible private early childhood centers and child care programs that contract with NYC Public Schools.

Families whose children attend, or plan to attend, private, Jewish, parochial or other non-public schools may still be able to benefit from the program. However, the free 2-K seats will not automatically cover tuition at every private school. Families will need to apply for a seat with a participating provider and meet the program’s eligibility requirements.

The announcement does not yet establish that every private or non-public school will participate. Families should check whether their preferred provider is approved to offer 2-K services as more details become available.

The next 10,000 seats will be backed by a $1.2 billion state investment, advancing the vision of universal child care for children from six weeks to five years old.

“Generations of parents have had to contend with the stress of child care costs in this state and state,” Hochul said. “But thanks to our partnership with Mayor Mamdani, that’s changing.”

In preparation for fall 2027, the city will release a survey for providers that currently contract with NYC Public Schools, along with a Request for Information for new providers interested in offering 2-K services.

More information about the fall 2027 application timeline for families is expected to be announced in the coming weeks
